BID EVALUATION AND AWARD. 13.1 The electronic signature shall be considered an offer on the part of the Bidder. Such offer shall be deemed accepted upon issuance by the Owners of purchase orders, contract award notifications, or other contract documents appropriate to the work.

BID EVALUATION AND AWARD. 17.1. The responsible Bidder whose Bid meets the requirements and evaluation criteria set forth in the Contract Documents, and whose Bid price is the lowest responsive and responsible Bid price or, if the Contract Documents has so stated, the lowest responsive and responsible evaluated Bid price, shall be selected for the Contract. A Bid shall not be evaluated for any requirement or criterion that is not disclosed in the Contract Documents.
