Annual Appropriation of Funds. Contractor acknowledges that the Contract term may extend over multiple City fiscal years, and that work and compensation under this Contract is contingent on the City Council appropriating funding for and authorizing such work and compensation for those fiscal years. This Contract may be terminated at the end of the fiscal year for which sufficient funding is not appropriated and authorized. City is not obligated to pay Contractor for any amounts not duly appropriated and authorized by City Council.

Annual Appropriation of Funds. Multi-year contracts and leases are subject to annual appropriation of funds by the City Council. The City plans and makes appropriations to the City Budget with respect to a fiscal year that starts July 1st and ends June 30th of each year. Payments made under term contracts and leases are considered items of current expense. Purchase Orders are funded when issued; therefore, they are current expense items and are not subject to any subsequent appropriation of funds. Continuance of a multi-year contract beyond the limits of funds available shall be contingent upon appropriation of the requisite funds in the ensuing fiscal year and the termination of this contract by lack of appropriation shall be without penalty.

OVERVIEW The City of San Diego, Office of Emergency Services Department, requires certified training courses from the California Specialized Training Institute (CSTI) pertaining to emergency preparedness for terrorist attacks, natural hazards, and other threats and hazards. Many of these courses support compliance with the U.S. Department of Homeland Security's National Incident Management System, a requirement for local public safety departments and personnel. All of the courses support the San Diego Urban Area's (SDUA) Multi-Year Training and Exercise Plan and the SDUA Homeland Security Strategy.
