Contractor shall, through the LGC CivicSpark Fellow Program, provide to the City a Fellow who will organize and conduct a series of stakeholder workshops around key elements of the program for specific audiences (elected officials and businesses), and provide educational opportunities through on-site tours and seminars and outreach at local events (e.g. farmers markets, community group meetings, etc). The stakeholder workshops will provide detailed information on the program activities, how they relate to key policy goals and requirements (e.g. City’s Climate Action Plan, Municipal Energy Strategy, CA AB 802, etc.), and guidance on how to implement similar efforts. The on- site seminars and tours as well as the outreach at local events will provide a more general way for community members – particularly residents – to learn more about policy goals; access city, utility, and state energy programs; and respond to City requirements such as the municipal energy disclosure and conservation ordinance. The City plans to share these results more widely through LGC’s statewide network of local governments.

Contractor shall provide professional training developed and maintained by the Federal Emergency Management Agency’s Emergency Management Institute for planning and preparation for disasters. All instructors providing training on behalf of Contractor shall be certified by any applicable licensing or certification body. Contractor shall provide the appropriate certifications or licenses to City prior to conducting any training.

Contractor shall provide a platform with the following features, customized for City Climate Action Plan data: • Dashboard o CAP presentation – the dashboard will display and track, with descriptions/explanations, both qualitative (e.g., policy, regulation) and quantitative (e.g., miles of sidewalk repairs, landfill methane gas capture) actions. o Action progress bar – every action will have a clearly visible progress bar/marker. o GHG inventory – the dashboard will display in chart/graph form the data from the biannual GHG inventory. o CAP Filters – the dashboard will be sortable/filterable by strategy, measure, and action. o Progress filters – the dashboard will be sortable/filterable by action progress. o Other filters – the dashboard will be sortable/filterable by other features such as action co-benefits or UN Sustainability Goals. • Back-end data entry o Secure platform with access limited to Sustainability and Mobility staff members and selected liaisons from other City departments. o CAP liaison access – Department CAP liaisons can log in and enter data on the centralized platform directly. The default (less desired) option is that only one or two Sustainability and Mobility staff members have data entry permission, which would be less efficient. o Scheduled reminders – the staff member responsible for an individual data table will receive automated email reminders to enter that data by a set deadline (annual or biannual, depending on the metric). • Data access o Data downloads – dashboard data is directly downloadable by anyone. o Graphics downloads – dashboard figures/charts are directly downloadable by anyone. • The dashboard can be embedded in or integrated into the City of San Diego’s website.
REQUIREMENTS AND TASKS. Executive coaching will be one on one (in person), as well as via phone, teleconference, and email as needed at the City’s request. Examples of coaching services may include: - Leveraging leadership skills to promote holistic operational oversight across departments, agencies, or organizations to deliver effective services in support of the City’s mission, vision, goals, and values - Strengthening impact and influence of the City’s operational team leaders - Advancing awareness and growth of individual leadership styles and strengths As part of executive coaching and leader development sessions, the City may opt to use leadership style assessment tools (i.e., 360-degree assessments) as recommended by The Centre. The City may also elect to host specialized executive leadership workshops to examine, as a team, City priorities, challenges, and strategies while increasing trust and camaraderie among members of the City of San Diego’s operational leadership team.
REQUIREMENTS AND TASKS. Contractor shall provide laboratory instrumentation and associated software packages for data analysis and reporting on an as-needed basis. Contractor shall conduct installation of instrumentation and configuration of software to the specifications of the City and subject to the approval of the City. Contractor shall conduct familiarization training on operation of the instrumentation and software for each instrument. During the warranty period, Contractor shall provide one Preventive Maintenance visit, Technical support, software updates, and phone assistance. This contract may also include on-site training provided by the Contractor on laboratory instrumentation and software, with cost and schedule to be agreed upon at a later date.
