Achievable means that “in the opinion of the local planning authority, the development is likely to take place within 15 years” of the date the site was entered on the Register (Regulation 4(2) refers).

Achievable means mitigation measures that are part of normal project design and implementation where scientific evidence exists of effectiveness to a degree that removes reasonable doubt.
