THE CHIEF CONSTABLE’S CHIEF FINANCE OFFICER. The CC’s CFO has the responsibility for the proper financial administration of the CC’s financial affairs and has a personal fiduciary responsibility to the local council taxpayer. The CFO is responsible to the CC for all financial activities within the Force or contracted out under the supervision of the Force. The CFO’s responsibilities are set out in: ⮚ Paragraph 4 of Schedule 2 and paragraph 1 of Schedule 4 to the Police Reform and Social Responsibility Act 2011Section 114 Local Government Finance Act 1988 (formal powers to safeguard lawfulness and propriety in expenditure) ⮚ The Accounts and Audit Regulations 2011 The CFO is responsible for: ⮚ ensuring that the financial affairs of the Force are properly administered and that these financial regulations are observed and kept up to date; ⮚ Reporting to the CC, the PCC and the PCC’s CFO and to the external auditor: ⮚ any unlawful, or potentially unlawful, expenditure by the CC or officers of the CC; ⮚ when it appears that any expenditure of the CC is likely to exceed the resources available ⮚ advising the CC on value for money in relation to all aspects of the Force’s expenditure; ⮚ advising the CC, the PCC and the PCC’s CFO on the soundness of the budget in relation to the Force; ⮚ liaising with the external auditor; ⮚ working with the PCC’s CFO to produce the statement of accounts for the CC and to assist in the production of the group accounts The CFO has certain statutory duties which cannot be delegated, namely reporting any potentially unlawful decisions by the Force on expenditure and preparing each year, in accordance with proper practices, a statement of the CC’s accounts. The CFO will need to observe the locally agreed timetable for the compilation of the group accounts with the PCC’s CFO. The CFO is the CC’s professional adviser on financial matters. To enable him/her to fulfil these duties the CFO: ⮚ must be a key member of the CC’s Management Team, helping it to develop and implement strategy and to resource and deliver the PCC’s strategic objectives sustainably and in the public interest; ⮚ must be actively involved in, and able to bring influence to bear on, all strategic business decisions of the CC to ensure immediate and longer term implications, opportunities and risks are fully considered; ⮚ must lead the promotion and delivery by the CC of good financial management so that public money is safeguarded at all times and used appropriately, economically, efficiently and effectively; ...

  • The Vice-President The Vice President shall have such powers and perform such duties as the Member may from time to time prescribe or as the President may from time to time delegate to him or her.
