PROJECT DESCRIPTION AND SCOPE OF WORK. Funds from the North Carolina General Assembly in the amount of $2 million were awarded to stabilize Sugarloaf Island’s eroding shoreline with living shoreline and other coastal restoration techniques. Sugarloaf Island is an important natural asset and storm buffer for the Town, and a significant part of the Town's recreational park infrastructure. It was purchased for preservation over two decades ago with assistance from the Federation and funding from the N.C. Land and Water Fund and local taxpayers. Since this purchase, Sugarloaf Island has experienced rapid and recently worsening shoreline and bank erosion due to boat wakes and the increase in the intensity and frequency of strong storms in recent years. This project will help to reduce or stop that damaging erosion. The Town will work with the Federation and aquatic restoration specialists Sea & Shoreline to increase the resiliency of downtown Xxxxxxxx City by stabilizing Sugarloaf Island with living shoreline practices. The project will identify, design, permit and implement the best shoreline stabilization methods for the island that balances shoreline protection, public uses, and natural resource conservation. One of the methods that will be considered is a hybrid approach utilizing offshore wave attenuation devices (WADs) to reduce wave energy and promote the growth of seagrass, seagrass meadow expansion to stabilize the sediment and create essential fish habitat, and a living shoreline to enhance oyster habitat and rebuild salt xxxxx and upland vegetation. The funds will be used to design, permit and construct the stabilization measures. The project is expected to take two years, pending any unforeseen permitting and/or weather delays.
PROJECT DESCRIPTION AND SCOPE OF WORK. The Project is a joint partnership between LASAN, The Trust for Public Land and Council District 3, to improve pedestrian accessibility, provide greenspace and develop low-impact development (LID) design interventions for stormwater infiltration in the neighborhood of Reseda. The Project is along the LA River between Xxxxxx Avenue and Reseda Boulevard. It will provide and improve an approximate 3,000 linear feet of publically accessible greenways for recreation and non-motorized transportation along the North bank. Improvements include demolition of existing conditions, and reconstruction of new paths with native plantings, trees and educational signage alongside decomposed granite pathways. The Project will provide a pedestrian crossing over Aliso Creek to improve accessibility in the area. The Project will construct two green stormwater street ends along the North intersection of Amigo and Xxxxxxx Avenues and the Los Angeles River. The stormwater street ends are to pretreat runoff and reduce pollutant loading into the Los Angeles River. Pretreatment may be comprised of permeable pavement and grassy xxxxxx. Scope of Work The following tasks will be completed by TPL for the Project: • Task 1: Prepare design plans, construction bid documents and obtain necessary permits, including approval from LA County, to construct the Project. • Task 2 : Construct greenway improvements and stormwater treatment systems, including provision of all tools, supplies, materials, equipment and all labor necessary for the furnishing, construction, installation, testing and operation associated with this Project. All work shall conform to or exceed the applicable requirements of Federal, State, and local (including City) requirements and codes. • Task 3: Conduct outreach and education activities to generate interest in the project and receive public input. • Task 4: Monitor stormwater quality and project performance with a limited scope of pre- construction monitoring and post-construction monitoring.
