Public Land. Where the New Facilities shall cross public land, the Requesting Party shall obtain an easement for the crossing and/or any permits necessary to construct, operate and thereafter maintain such Facilities.

In the North East, the CAR Reserve System on public land primarily comprises areas established for conservation purposes (eg national and State parks) and areas reserved for conservation within the Special Protection Zone (SPZ) in State forest. The CAR Reserve System has the following three components, as described by the XXXXX Reserve Criteria:
