Unit Based Staffing Committees a. Each Unit Based Staffing Committee (" UBSC 11 ) will keep minutes describing the topics discussed. A copy of those minutes will be forwarded to Conference Committee and the Recognition, Retention and Recruitment Committee no later than ten (10) days after a Unit Based Staffing Committee has met and prior to their next meeting. If the Association has a concern about a UBSC topic in the minutes, the topic will be discussed at the next regularly scheduled meeting of Conference Committee. Where requested by either party, a special meeting of Conference Committee will be convened to discuss the topic. When the Association has expressed a concern about a UBSC topic, then discussion on the topic shall cease at the U BSC involved until the concerns have been addressed at Conference Committee. Disagreement on UBSC topics between the Association and the Hospital shall be resolved pursuant to Section 7 of this Memorandum.
Unit Based Staffing Committees. There shall be a unit-based staffing committee on each nursing unit and work group. The Union and Employer agree that they shall jointly prioritize the establishment and/or re-establishment of unit-based committees where active committees no longer exist. As the sole committee at the unit level with a focus on staffing effectiveness, the unit-based committees are responsible for creating and implementing a staffing plan for the unit. The decisions of the unit based committee will be made utilizing a collaborative, evidence, consensus based process.
Unit Based Staffing Committees. There shall be a unit-based staffing committee on each nursing unit. The Union and Employer agree that they shall jointly prioritize the establishment and/or re-establishment of unit-based committees where active committees no longer exist. Purpose: The unit-based committees are responsible for creating and implementing a staffing plan for the unit. In developing the staffing plan, the unit based committee will utilize a patient classification tool as one method to assess the level of nursing care required. The decisions of the unit based committee will be made utilizing a collaborative, consensus based process. Composition: The unit-based committees will be co-chaired by a Union-designated unit representative, and a management representative. Each shift will have staff nurse representatives appointed by the Union, at least one of which will be a charge nurse. Support staff within the unit may also be appointed to the committee by the Union. The size of each committee will be determined by the Co-Chairs.
Unit Based Staffing Committees. The Medical Center and the Union will create one (1) or more “Unit-Based Staffing Committee(s)”, where it is mutually agreed that such a unit-based committee at the nursing work level (nursing unit or work group) would be most effective in reviewing and developing recommendations on staffing. A unit-based staffing committee shall meet on a schedule mutually determined by the Medical Center and the Union. The Joint Staffing Committee will create the list of nursing units and/or work groups for which initiation of unit-based committees will be prioritized. Additional nursing units or workgroups may be added as the Joint Staffing Committee determines or at the request of the nursing units or workgroups. Participation in a unit-based staffing committee by a Medical Center employee shall be on scheduled work time and compensated at the appropriate rate of pay. Unit-based staffing committee members shall be relieved of all other work duties during meetings of the committee. The recommendations of a unit-based staffing committee will be made utilizing a collaborative, consensus based process.
