Travel and Subsistence Payments. Skilled Labor Force Availability – 5-Year Requirement: All contractors and subcontractors with a contract value on the Project of two hundred and fifty thousand dollars ($250,000) or more, must employ workers in an apprenticeable craft and have agreements with registered apprenticeship programs, approved by the California Apprenticeship Council, that have graduated apprentices in that craft in each of the immediately preceding five (5) years. This graduation requirement does not apply to programs providing apprenticeship training for any craft that has not been deemed by the Department of Industrial Relations to be an apprenticeable craft for the five years prior.
