Contributions will be adjusted in proportion to the risk profile of each institution. Using an intergovernmental agreement to establish rules on the transfer and mutualisation of contributions is intended to provide maximum legal certainty. The Council decided on this approach in December, given legal and constitutional concerns in certain member states. At the same meeting, ministers also adopted a statement specifying that bridge financing will be available during the initial build-up phase of the SRF. This will come from national sources, backed by bank contributions, or from the European Stability Mechanism in accordance with existing procedures. Temporary transfers between national compartments will also be possible. During the transitional phase a common backstop will be developed to facilitate borrowings by the SRF, which will ultimately be reimbursed by contributions from the banking sector. In a declaration accompanying the IGA, the contracting parties commit to being bound by bail-in rules and principles as outlined in the bank recovery and resolution directive. This will be a precondition for accessing the fund. The IGA will enter into force on the first day of the second month following the date when instruments of ratification have been deposited by signatories participating in the banking union (i.e. those that join the single supervisory mechanism and the single resolution mechanism) that represent at least 90 % of the aggregate of the weighted votes1 of all participants. The signatories to the agreement adopted a declaration signalling that they will strive to complete the ratification process in time to permit the SRM to be fully operational by 1 January 2016. Countries that have signed the IGA but are not yet part of the banking union (i.e. non-euro area member states) will only be subject to the rights and obligations stemming from the agreement once they become part of the SSM and SRM.
P R E S S. These are the first examples of a new series of hybrid ro/ro vessels, which will use fossil fuel during navigation and electricity while in port, thus guaranteeing "zero emissions in port". The vessels will, in fact, be equipped with mega lithium batteries which will allow them to satisfy the energy requirements while at berth. These batteries will be recharged during navigation, through shaft generators adding the so-called peak shaving system, and with the aid of 600 m2 of solar panels. The other main technical innovation of these ships is the air lubrication system under the keel creating bubble layers which will reduce friction and hydrodynamic resistance and consequently the emissions deriving from fuel consumption. The vessels’ hull will also be covered with special no-toxic silicon paints characterized by low surface roughness which will reduce friction with the sea and does not release any substances into the water. As far as sulphur emissions are concerned, special on-board devices will combine the sulphur released by the propulsive cylinders with the salt contained in sea water, exploiting its natural chemical reaction, producing gypsum, which can be reused on the ground or disposed of in nature. Three of the ships will be operated by Xxxxxxxx Lines in the Mediterranean while the remaining three, which will be ice-class, will be purchased by the Group’s sister company Finnlines and deployed in the Baltic Sea. P R E S S. The port of Lübeck is indeed the 4th biggest European hub for ferry & ro/ro traffic with four terminals, 18 dedicated berths to this particular traffic and over 21 million tons of goods or more than 700.000 trailers handled to (and from) northern Europe per annum. Due to its geographical position as most south-western port in the Baltic Sea combined with its leading role and competence in intermodal hinterland traffic of the German Baltic Sea ports, Lübeck perfectly fulfills all relevant criteria to be a reliable partner in this project. Furthermore, this project takes advantage of the fact that Venice is the Italian nearest and functional port to the goods coming through the Xxxxxxx pass and, together with existing connections throughout the Scandinavian - Mediterranean Corridor, bringing the goods as quick as possible to and from Scandinavia, the Baltic States and Russia and vice versa. Completing the list of advantages that all involved parties are able to bring into the project, the Xxxxxxxx Group, through its subsidiary Finnlines, the ro/ro and ferry leader operator in the North & Baltic Sea, can assure via Lübeck 38 weekly departures to/from Xxxxxx, 00 xx/xxxx Xxxxxxx and two to/from Russia. The core approach of this project is the joint development of a new railway bridge between the ports of Venice and Lübeck, foreseen with two to six weekly trains with 30 containers or trailers each that will connect both ports within 26-30 hours. This is a new “green” and fast approach connecting the port of Venice to its European hinterland by rail, in addition to the intermodal service already launched in November 2015 between Venice and Frankfurt (via Xxxxxxx), which successfully doubled its volume already in a short time and allows the transport, in just three days, of goods coming by sea from southern Italy or Greece to Germany and vice versa. The Port of Venice is continuing its "railroad cure" which is scoring record numbers: +31% of railroad services in the first six months of 2016. A result obtained thanks to the investment of the Venice Port Authority in the expansion of the Marghera Scalo railway terminal and the doubling of the track in support of the new Motorways of the Sea Terminal.
