National Union Representative. At Step No. 3 meetings, either the Union or the Com- pany shall have the right to have a National Union representative of the Union present. Should the Company or Union fail to respond to a grievance in the time limits set forth, except as pro- vided in of this Article, the grievance will be deemed to have succeeded, as per remedy sought in the event of the Company failure to respond and deemed abandoned should the Union fail to respond. The time limits set out in this Article shall be strictly observed. It is understood, however, that the parties may mutually agree in writing in respect to any grievance to extend and/or waive any of the time limits imposed on either of them.
