Local Board Policy. A policy will be developed with the participation of members of the Local Board and staff. It will be presented to the full Local Board for comment, approval, disapproval, modification including implementation, with notice to the Cochise County Board of Supervisors for their approval in accordance with 20 CFR 679.310 (b)). The Local Board will ensure the appropriate use and management of the funds provided under Title I-B for the Youth, Adult and Dislocated Worker activities and the local ARIZONA@WORK system including the use and management of the funds to maximize performance outcomes under WIOA 116, by being one of the signatures on all expenditures and receiving a financial and programmatic report from the finance oversite committee and staff. The report will also include a list of all expenditures and a budget report at each board meeting. Alternatively, more often if requested by the Local Board or Chairman of the Cochise County Board of Supervisors.

Local Board Policy. Board policies are drafted when State Workforce Development Board releases policies for the state’s public workforce system or when the STLWDB determines a policy is necessary to provide guidance to the STLWDA. The local Board responds to the state’s policy by crafting its own policy for its unique needs while adhering key federal and state policy requirements. The Operations Committee receives the draft version of a policy, formally reviews the policy, and approves the policy during the quarterly meeting. The Operations Committee submits the approval in the form of a motion to the STLWDB. The Board votes on the motion and it is approved or not approved. The Board Chair and the Director of Workforce Development provide official signatories for the policy demonstrating that the policy has been formally reviewed and approved by the Board.
Local Board Policy. As the Administrative Entity finds the need to adopt, amend or discard local policy regarding services and functions for consumers of training and educational services allowed by the Workforce Innovation and Opportunity Act, the Administrative Entity will either consult with the Executive Committee of the LWDB or present directly to the LWDB on the need for policy implementation or amendment. At such point where it is appropriate, the Executive Committee will make a recommendation to the LWDB, which includes the CEOs of all counties in LWDA 12, to respond to the policy consideration. The LWDB, with the ability and flexibility to make decisions regarding local and regional workforce development needs, will adopt or disallow the policy consideration by a majority of its voting members.
