A – 3 Once the boundaries of the Northeast Mental Health Centre have been defined, the parties agree to meet to update Article A of the Collective Agreement. (formerly Appendix M) A – 4 Government Employment Programs: May be available to the Employer from time to time, therefore the Employer may hire persons in accordance with the terms of the program, and at a rate of pay stipulated by the program. Such person shall not be included in the various bargaining units. When a program becomes available to the Employer, the local Union president shall be notified as to the proposed duration, the persons to be utilized, the nature of the work to be performed, and the areas in which they shall be working. The Employer will not make use of these programs in a way that will cause the layoff of any full-time or part-time employee from his position.
