Electoral System. The Parties reaffirm their commitment, made in the Mexico Agreements, to promote a comprehensive proposal for reform of the electoral system. To that end, they request COPAZ to appoint the Special Commission envisaged for that purpose in the Mexico Agreements. That Commission shall study the preliminary draft amendments to the Electoral Code submitted to the Legislative Assembly by the Central Board of Elections, as well as any proposals put forward by its members or by independent experts invited for that purpose. The Special Commission shall organize its work in such a way that the results can be used within the time-limits set for the reform of the electoral system. Chapter V
Electoral System. The "electoral system" does not merely concern the system of voting, but must be understood in the context of the full variety of the institutional and other mechanisms providing for inclusive and multi-ethnic participation in the structures of government and the Senate.
Electoral System. The current electoral system of Afghanistan is Single non-transferrable vote (SNTC) but this system hasn’t been effective for Afghanistan. Through, this system the political parties can present the list of their candidates in parliamentary election and the whole country will be considered as one electoral constituency for candidates of political parties. The number of seats of Wolesi Jirga will increase to 250 in parallel system. Among the 250 seats of Wolesi Jirga 10 seats will be allocated to Kuchis, 1 seat to Hindu- minorities, one-third to political parties, and the left to independent candidates. The candidates of political parties who wins the election and enter the parliament will lose the membership of parliament in case they are fired from their political parties. Electoral Constituencies Each province is considered as one electoral constituency for independent candidates. The major provinces which has more than 10 seats and has social problems can divided the province into small electoral constituencies based on population. The SERC had also recommended evaluation of population of each provinces after each 10 years because the population of provinces are rapidity changing due to immigrations, dead and other factors. The seats were allocated to province based on Greatest Remainder in the past. Therefore, SERC recommended allocation of seats to provinces by Xxxxxxxx formula. The Xxxxxxxx formula is more accurate and will have fair results. 3 Voter list The voters list is prepared based on national ID cards but some citizens still don’t have national ID cards. Therefore, the IEC can undertake other procedures to register the eligible citizens’ in voters’ list for 2016 elections. No one can register his/her name more than once in voters list. The voter is oblige to vote in the polling center where his/her name is already registered. The voter is oblige to present national ID card or other document to commission to prove his/her identity to receive ballot paper and vote. Holding fair and transparent election is impossible without voter’s list. Therefore, the government must start issuance of E-Tazkera to pave the ground for preparation of voter’s list....
