Tribal Monitoring. IDOT and FHWA will work with all Tribes with an interest in Illinois lands to develop a statewide programmatic policy for reimbursing Tribes for construction monitoring. If the statewide programmatic policy is complete prior to the letting date of the Xxxxxxxx Bridge Project, then IDOT and FHWA will apply the policy to this Project.

Tribal Monitoring. Reclamation shall fund, if available, and support tribal monitoring programs. All Section 106 monitoring activities carried out by tribal programs pursuant to this Agreement will follow the existing and in-progress tribal monitoring protocols. Tribal Monitoring. Federated Indians of Graton Rancheria (FIGR) will be engaged as Tribal monitors. It is assumed that FIGR will provide one Tribal monitor to be on-site for all ground disturbance for ten (10) eight- hour days.

Consistent with the Monitoring Plan developed under Stipulation IX, Monitoring Plan for Tribal and Archaeological Monitors, DOE will ensure that its contractor hires the Tribal Monitors. Tribal Monitors may be required to complete training, e.g., health and safety training, before monitoring, and will be required to follow health and safety protocols established by DOE’s contractor and/or the landowner. Tribal Monitors will report in accordance with Stipulation IX, Monitoring Plan for Tribal and Archaeological Monitors, and Stipulation X, Inadvertent Discovery.

Tribal Monitoring. Given the nature and sensitivity of the archaeological sites and tribal cultural resources that are or may be in the Project area, the TRIBE may designate one monitor representative to be retained as the Tribal monitor during all grading, groundbreaking, excavation, and ground- disturbing activities performed in conjunction with the Project development in areas the TRIBE has requested to monitor.
Tribal Monitoring. In recognition of requests by several Identified Indian Tribes in the development of this Agreement to provide for tribal monitoring, an Identified Indian Tribe which attaches religious and cultural significance to a historic property in the APEs for direct effects, including eligible PRCSs that may be directly and adversely affected by construction of the GWD Project in Tier 1 or Future Tiers, will be provided an opportunity to monitor that construction. A tribal monitor shall be designated by an Identified Indian Tribe which attaches religious and cultural significance to a historic property in the APEs, and shall satisfy safety requirements and other appropriate qualifications. Tribal monitors shall report any concerns to the on-site archaeologist or the SNWA employee or contractor authorized to halt ground- disturbing activities. Tribal monitors shall provide weekly written reports to the BLM.

The City shall develop a tribal monitoring plan in consultation with the Fond du Lac 267 Band of Lake Superior Chippewa (Fond du Lac) Tribal Historic Preservation Officer 268 (THPO) to provide for tribal monitors to be present on site during ground disturbing 269 activities associated with the Project’s construction that may have the potential to 270 inadvertently affect cultural resources or human remains. The City and the Fond du Lac 271 THPO shall develop a budget of monitor-related expenses, and the City shall contract 272 with Fond du Lac to perform the agreed upon work. 273
