EVALUATION AND MONITORING. The ORGANIZATION agrees to maintain books, records and other documents and evidence, and to use accounting procedures and practices that sufficiently and properly support the complete performance of and the full compliance with this Agreement. The ORGANIZATION will retain these supporting books, records, documents and other materials for at least three (3) calendar years following the year in which the Agreement expires. The COUNTY and/or the State Auditor and any of their representatives shall have full and complete access to these books, records and other documents and evidence retained by the ORGANIZATION respecting all matters covered in and under this Agreement, and shall have the right to examine such during normal business hours as often as the COUNTY and/or the State Auditor may deem necessary. Such representatives shall be permitted to audit, examine and make excerpts or transcripts from such records, and to make audits of all contracts, invoices, materials, and records of matters covered by this Agreement. These access and examination rights shall last for three calendar years following the year in which the Agreement expires. The COUNTY intends without guarantee for its agents to use reasonable security procedures and protections to assure that related records and documents provided by the ORGANIZATION are not erroneously disclosed to third parties. The COUNTY will, however, disclose or make this material available to those authorized by/in the above paragraph or permitted under the provisions of Chapter 42.56 RCW without notice to the ORGANIZATION. The ORGANIZATION shall cooperate with and freely participate in any other monitoring or evaluation activities pertinent to this Agreement that the COUNTY finds needing to be conducted.

EVALUATION AND MONITORING. The Contractor shall cooperate with, and freely participate in, any monitoring or evaluation activities conducted by the County that are pertinent to the intent of this Contract. The County representative shall have full access to and the right to examine, during normal business hours and as often as is necessary, all of the Contractor’s records with respect to all matters covered in this Contract. Such representatives shall be permitted to audit, examine, and make excerpts or transcripts from such records and to make audits of all contracts, invoices, materials, payroll, and records of matters covered by this Contract. Such rights extend for six years from the date final payment is made hereunder.

The RECIPIENT will retain all books, records, documents and other material relevant to this CONTRACT for six (6) years after expiration of the CONTRACT, or from the date final payment hereunder is made, whichever is later.

EVALUATION AND MONITORING. Services provided by CONTRACTOR shall be evaluated. CONTRACTOR shall submit evaluation data and related reports, and otherwise participate in the First 5 evaluation, using approved evaluation methods. Required evaluation data shall be submitted on a regular basis as determined by the First 5 evaluation requirements. Services provided by CONTRACTOR shall be monitored through quarterly, or as COMMISSION requires, program progress reporting and site visits. Program progress reporting will be required on a regular basis to ensure compliance with contractual obligations. At least once per year, the COMMISSION shall conduct a site visit as part of this monitoring process. Unless exercised sooner in accordance with Section 21: RECORDS AND INSPECTION, the COMMISSION may include the examination and auditing of records relating to program services during site visits. Any deficiencies noted in the provision of services may be addressed by COMMISSION through a corrective action plan in order to remedy any identified deficiency(-ies). Payments will be held if CONTRACTOR is delinquent with any required reports or submission requirements under this agreement or otherwise fails to address any deficiencies noted in the provision of services.

The COUNTY and/or the State Auditor and any of their representatives shall have full, timely and complete access to all books, records and other documents and evidence of the ORGANIZATION respecting all matters related to this Agreement and the activities for which reimbursement is sought or made, and shall have the right to examine such during normal business hours as often as the COUNTY and/or the State Auditor may deem necessary. Such representatives shall be permitted to audit, examine and make excerpts of or transcripts from such records, and to audit all contracts, invoices, materials, and records of matters related to this Agreement and the activities for which reimbursement is sought or made. These access and examination rights shall continue for three (3) calendar years following the year in which the Agreement expires. The COUNTY cannot guarantee but intends for its agents to use reasonable security procedures and protections to assure that related records and documents provided by the ORGANIZATION are not erroneously disclosed to third parties. The COUNTY will, however, disclose or make this material available to those authorized in the immediately preceding paragraph or permitted under the provisions of Chapter 42.56 RCW, any other applicable public disclosure law, or order of any court or agency of competent jurisdiction, without notice to the ORGANIZATION. The ORGANIZATION agrees to submit in writing (within 60 days of Dec. 31, Click here to enter text.) a final report demonstrating the effect the ORGANIZATION’s activities funded by the COUNTY have had on tourism growth and such other reports or information as required by law. The ORGANIZATION shall cooperate with and freely participate in any other monitoring or evaluation activities pertinent to this Agreement that the COUNTY requests.

EVALUATION AND MONITORING. In order to understand if the programme is making a difference a number of tools are being used: Cost Saving calculator The cost saving calculator is a Government treasury approved tool calculates the cost of a troubled family to the public. Costs for the family are compared prior to being worked with against the cost one year after the family have been worked with. In order to obtain the necessary information, the family details are searched on a range of data sets (previously described) and personal data is extracted and then anonymised. No personal data is put into the cost saving calculator. The results are used to determine if money has been saved over time by working with families in this way. Family Progress Data Family Progress data is a series of questions answered at the commencement of working with a family either by speaking to the family or obtaining the information from the data sets previously described. This includes personal information about the circumstances of each member of the family. This data is collected and periodically refreshed. At the conclusion of working with a family, data can be compared to that obtained at the start in order to get an understanding of improvements that have taken place over the course of working with the family. Significant and sustained progress To determine whether the work has been successful or not, each local authority area is asked to compile a ‘family outcome plan’. The family outcome plan contains outcomes that are required to be achieved to offset the entry criteria e.g. a non-school attender must achieve 85% school attendance for one whole academic year. The Family outcome plan is a dynamic document with outcomes changing over time. In order to establish whether a family has met an outcome, it is necessary to access relevant information to establish the position at the start of working with them and at the conclusion. It may be necessary to understand the position many months after working with the family to conclude that the outcome has been sustained. National Evaluation The national troubled families team will commission an evaluation of the programme and it is envisaged that Bristol will take part. Information shared with the national evaluations partners will be anonymous. If a request for any personal information is sought, it will be necessary for the national team to set out the legality and necessity for this to happen.
