RECORDS ACCURACY ASSESSMENTS. The Privacy Act requires that each matching agreement specify information on assessments that have been made on the accuracy of the records that will be used in the matching program. 5 U.S.C. § 552a(o)(1)(J).

The identity verification confirms that a person exists with the provided credentials. In the rare instances where the online applicant’s identity cannot be verified electronically or if the applicant chooses, the applicant must call SBA’s Customer Service Center to complete the online application. Once an application (electronic or paper) is completed and submitted, the information is transmitted to the DCMS system, where it is reviewed and processed by loan officers, who also verify each applicant’s identity.

The FEMA applicant will receive notification of failed identity verification from FEMA via mail or electronic correspondence if they have selected that form of communication during the registration process. FEMA provides notifications as soon as possible and does not have a fixed notice timeline or response time for the applicant. If the FEMA applicant can provide proof of identity verification, the benefits eligibility process continues. However, if the FEMA applicant cannot successfully resolve the identity verification failure, the individual will be deemed ineligible for FEMA benefits. HUD and FEMA agree to take all reasonable steps to ensure that the information they respectively provide toward the match are accurate to the degree that it will reasonably assure fairness in determinations made based on the record. However, HUD and FEMA both understand and agree to instruct users of the matched data that the information provided does not conclusively establish the individual's participation or eligibility for HUD or FEMA assistance and that HUD or FEMA, depending on who is using the data for determining program eligibility, will collect additional information before adjusting benefits or denying assistance based on the data received from the match.

RECORDS ACCURACY ASSESSMENTS. A. HUD and VA agree to take all reasonable steps to ensure that the information they respectively provide to CAIVRS is accurate to the degree that it will reasonably assure fairness in determinations made on the basis of the records. The Parties further agree that the information provided does not conclusively establish the individual’s liability, fault, or guilt in the matter of the status of their loan. Instead, the data match indicates that further examination may be warranted. CAIVRS users must contact the appropriate VA collection office for additional information before denying credit based on judgment data received from VA through CAIVRS.
