HANDLING OF NEW ISSUES. Matters of collective bargaining import not covered by this Agreement may, during the life of the Agreement, be handled in the following manner: By this Committee: With respect to matters not covered by this Agreement which are proper subjects for collective bargaining, the Committee agrees, it will make no changes without prior consultation and negotiation with the Union. This restriction shall not apply to the areas outlined in section C above as subjects for continuing consultation. All working conditions and benefits of employment shall be maintained at not less than the highest minimum standards in effect at the time that this Agreement is signed, and this Agreement shall not be applied or interpreted so as to deprive employees of advantages therefore enjoyed unless otherwise provided in this Agreement.
