Step 3: Human Resources Manager. Should the grievance remain unresolved, the employee(s) or Union may, within ten business days after receipt of the Step 2 Response (Department Head), submit the grievance in writing to the Human Resources Manager. The Human Resources Manager should meet with the employee(s) or Union within fifteen business days of submission of the grievance in writing and attempt to resolve the dispute. The Human Resources Manager shall render a decision in writing to the employee(s) and/or Union within fifteen business days of their meeting. If no meeting is held, the Human Resources Manager shall render a decision in writing to the employee(s) or the Union within fifteen business days after the formal submission of the grievance. In the event that the employee(s) or the Union does not receive a response in the stipulated time frame, the employee(s) or the Union has the right to advance the grievance in accordance with Article 21.2.4.
