National Project Steering Committee. The Recipient shall maintain, until completion of the Project, the NPSC, in form and substance, and with membership, resources and terms of reference satisfactory to the Association, to be responsible for general oversight of the Project, including (a) reviewing annual work plans and budgets and ensuring consistency of the Project’s activities with the Program, (b) reviewing Project Reports and progress towards achievement of the Project’s objective, and (c) facilitating coordination among the entities involved in the Project and resolution of issues that arise during Project implementation.

For the entire duration of the Project, the Borrower shall maintain a National Project Steering Committee (NPSC) comprising representatives from MoCAT; MoCA; DOA; BPC; the Economic Relations Division and the Finance Division of the Ministry of Finance; the Planning Commission; the Implementation Monitoring and Evaluation Division under the Ministry of Planning, and other relevant agencies. The Borrower shall designate the Secretaries of MoCAT and MoCA as co-chairs of the NPSC. The NPSC shall (i) facilitate coordination and cooperation among agencies involved in project implementation and release of resources, (ii) take action to ensure that project management and implementation arrangements are in place,

Without limitation upon the provisions of paragraph 2 of this Section, the NPSC shall meet twice a year or as needed, and shall be responsible for: (i) providing overall policy guidance on all issues relating to the Project; (ii) facilitating coordination among the Relevant Ministries; and (iii) reviewing and approving annual work plans and budgets.

Within 2 months of the Effective Date, the Recipient shall establish a National Project Steering Committee to ensure inter-agency coordination and provide direction to the Project Coordination Office. The National Project Steering Committee shall be chaired by the Vice-Minister of Agriculture and Forestry with representation from MOF, MAF’s Department of Planning, the National Agricultural and Forestry Extension Services, National Committee for Rural Development and Poverty Eradication, the National Agriculture and Forestry Research Institute, the National Land Management Authority, the Water Resources and Environmental Administration, the Ministry of Planning and Investment, a representative from each Province, and other relevant persons or agencies. The National Project Steering Committee shall first meet within two (2) months of the Effective Date and shall meet at least semi-annually thereafter.
