Currently the reservoir is used for day time recreation and provides a pond for waterfowl. Finding: The WD does not have any future plans to incorporate Chollas reservoir water into the fresh water or the reclaimed water systems. Fact: The City Manager and Deputy City Manager initiated an SLA to purchase storage rights and arrived at a price without any significant documented methodology or input by the READ.

Facts and Findings. Idaho Code 67-2803(1) allows agencies to “piggyback” on the acquisition of personal property when the procurement duplicates the price and substance of a contract for like goods that has been competitively bid by the state of Idaho, one of its political subdivisions, or an agency of the federal government. Fleet Services spent approximately $60,000.00 in tires and services last year. Our experience shows that Bridgestone makes a tire that provides us with the best quality for our money. In years past we have gone out to bid for all our tire needs and associated services. However, we have the ability to piggyback off a contract negotiated by the Western State Cooperative Alliance (WSCA) Agencies Participating Addendum PADD1100, of which Idaho is a member, for the purchase of Bridgestone tires and associated services to include mounting, balancing, and repairs at a greater savings. In November 2016, Idaho State Purchasing Division issued an Invitation to Bid (ITB) ITB17000341 for a three year statewide blanket purchase agreement with the option to extend an additional fourth year for bulk fuel and heating oil. The basis for award: fuel price per gallon which is directly reconciled to the published OPIS RacFax closing price on the date of delivery, allowable taxes and the contractor’s margin. The award decision was based on the contractor margin. The margin consists of delivery cost; blending fees, and all other costs except for fixed cost. Baird Oil was the low cost responsive bidder and was awarded the Bulk Fuel contract under Statewide Blanket Purchase Order SBPO17200380. Baird Oil’s margin for the Idaho Transportation Department’s location on Chinden (District 3) for unleaded and diesel 1 & 2 is a negative $0.06 per gallon. The period of performance for ACHD’s contract will be October 1, 2017 – September 30, 2018. The proposed Purchase Agreement and the Staff Report were reviewed by ACHD Legal Staff and were approved to go to Commission.

Facts and Findings. Fact: Neither the documents reviewed by the Grand Jury nor the Grand Jury audit revealed evidence that the WD and MWWD have benefited from this investment. Finding: This funding is another example of the use of enterprise funds to subsidize a City department whose services has little relevance to the WD or MWWD.
Facts and Findings. Fact: WD and MWWD have funded approximately 20% of the General Plan Update. Finding: The portion of cost paid by the WD and MWWD for the General Plan Update is disproportionate to benefits, although the cost is shared by several departments in the city. Fact: WD and MWWD management could not identify any specific liaison person within the Planning Department. Employees that billed their time all appear to be senior planners. WD and MWWD management could not provide the names of specific water or wastewater employees who worked on the General Plan Update during the last five years. Fact: The Grand Jury finds no evidence to support the significant investment of the utility departments into the General Plan Update. Finding: The testimony provided by senior managers in WD and WWD suggests that they have little interest in this project and no expectation of any value to be received from their investment. RECOMMENDATIONS The Grand Jury recommends that the Mayor and City Council: 06-22: review the WD and MWWD SLA agreements with the Planning Department and consider terminating the agreements until it can be demonstrated that the rate payers benefit from participation in the General Plan Update.
Facts and Findings. Fact: Senior WD and MWWD managers could not identify what constituted the enhanced attorney services that were provided. For example, no manager could identify who in the attorney s office prosecutes water theft, unpaid water bills or illegal MWWD dumping. Finding: WD & WWD managers have no mechanism to monitor or evaluate legal services, or to demand accountability from the City Attorney. RECOMMENDATIONS The Grand Jury recommends that the San Diego City Attorney: 06-26: identify the employees assigned to handle specific WD and MWWD issues.
