Compressor Station Test at City Expense. The Cogenerator will provide the City with the available maintenance records of the Compressor Station for the most recent two (2) years to enable to the City to evaluate the Compressor Station’s Reliability, a draft Compressor Station test procedure and a cost estimate within 60 days of the issuance of the Notice to Proceed, as described in Section 3.3.1(D) of the Gas Agreement. The City will return its comments within 30 days of receipt of the draft Compressor Station test procedure and the resolved test procedure will be issued. Upon the mutual agreement of the parties to a final test procedure and associated cost estimate, a purchase requisition from the City will be issued within 60 days thereafter. The test will be performed no later than 60 days after the Cogenerator’s receipt of the City’s purchase order unless there are delays due to parts, weather or necessary authorizations. The City will be allowed to witness all tests and shall be given one week notice of the pending tests. Two flow tests shall be performed at gas flows simulating all NCCF and NCEP engines running simultaneously at full rated output; the first at LFG methane content substantially matching the average Miramar Landfill LFG quality (BTU/ cu ft) for the 12 complete calendar months preceding the City’s authorization of the tests; and a second test simulating the highest expected volume at a simulated methane content of 105 percent of the lowest methane content for any complete calendar month over the last five calendar years prior to the test. Upon the completion of the flow tests, the Cogenerator shall pressure test the 10 inch LFG line from the Compressor Station to the NCCF at the lesser of two times the average working pressure, or the pipeline's design pressure, for four (4) hours. City test costs may include the installation of an additional temporary gas bypass system or equipment, if required, rental or purchase of gas flow meter, leak detection equipment, if needed, etc. The City shall bear all expenses for the location and repair of any leaks. If the Compressor Station is unable to deliver the NCEP Fuel Requirement on the NCEP Commercial Operation Date, the City shall only be obligated to begin paying for such percentage of the City’s Incremental Gas Allocation under Section 3.4 of the NCEP Gas Purchase and Sale Agreement that the Compressor Station is able to deliver, provided, however, that if such inability to deliver the LFG required is caused by the City, the City sh...

  • Network Access Control The VISION Web Site and the Distribution Support Services Web Site (the “DST Web Sites”) are protected through multiple levels of network controls. The first defense is a border router which exists at the boundary between the DST Web Sites and the Internet Service Provider. The border router provides basic protections including anti-spoofing controls. Next is a highly available pair of stateful firewalls that allow only HTTPS traffic destined to the DST Web Sites. The third network control is a highly available pair of load balancers that terminate the HTTPS connections and then forward the traffic on to one of several available web servers.
