Allocation of Staff. (a) School Staffing Committees shall be established according to the guidelines developed by the Central Staffing committee. The Board and the Branch Affiliates agree to use attrition to reduce the Underhiring Account. One Teacher Year shall be defined as the non-replacement of one (1) Full Time Equivalent teaching position for one year.
