Access to Credit. Provision of credit for drip irrigation, working capital and agribusiness investments and technical assistance to increase the capacity of financial institutions in the provision of financial services. The M&E Pan (described in Annex III) will set forth anticipated results and, where appropriate, regular benchmarks that may be used to monitor implementation progress. Performance against these benchmarks and the overall impact of the Watershed Project will be assessed and reported at the intervals to be specified in the M&E Plan or as otherwise agreed by the Parties from time to time. The Parties expect that additional indicators will be identified during the implementation of the Watershed Project. The expected results from, and the key benchmarks to measure progress on the Project, Project Activities and sub-activities undertaken or funded under this Watershed Project are set forth in Annex III. Estimated amounts of MCC Funding for each Project Activity for this Watershed Project are identified in Annex II of this Compact. Conditions precedent to each Watershed Project Activity and sequencing of these Project Activities shall be set forth in the Disbursement Agreement or other relevant Supplemental Agreements. Access to Credit. The Parties will ensure that Black Georgians have equal access to credit facilities.

Access to Credit. Only 16% of participants in upstream (rural assemblers) and 25% of urban wholesalers had access to credit in rural microfinance banks and commercial banks and cleared all their debt. The amount borrowed were used to support pigeonpea business and other crop business they are doing. The interest rate varies from 10-18% for upstream participants and the 18-25% for downstream participant. It was difficult to know how much the urban exporters borrowed since they are dealing with many crops and they don‟t borrow for other purposes. Other participants in a value chain didn‟t borrow money because some of them finance their pigeonpea business by the use of advance from their buyers while others fear of defaulting in the in the payment borrowed money because of risk and high interest rate; lack of collateral; lack of knowledge about loans; not members of SACCOs that can access loan and high bureaucracy. Others too have enough capital for the business and they use money obtained from other business, for downstream activities. 75% of participants got money from the buyers and also they fear defaulting in payment of the money back due to the risk associated with pigeonpea business. By evaluating the business of different participants, business in the downstream of the value chain increases because of increase in demand which increase profit/return, increase in supply as pigeonpea taken by farmers as cash crop, increase number of buying points due to the available market and prevailing high demand, relationship between buyers and sellers, good returns due to customer satisfaction in terms of quality, high purchasing power, get accurate information in the market, and don‟t speculate. The respondents mention that 12% of the pigeonpea business in upstream are decreasing and 8% of the pigeonpea business in upstream and 33% of the business in downstream remain constant because of capital constraint, price fluctuation which reduces amount purchased in every season, short selling period, high competition among sellers and buyers, lack of own transportation and late collection, lack of market information results in selling at low price, lack of enough pigeonpea due to animals destruction especially in Mamire village in Mamire xxxx because the village is bordered by National park and unable to capture economies of scale due to financial constraints.
Access to Credit. Third, access to credit is an essential part of the madel as most producers and their cooperatives have no access to finance through formai channels to purchase farming inputs such as improved seedlings which are critical to success. The project will include business and financial training to cooperatives with the dual objective of increasing their capacity to manage small internai credit systems for members and making the cooperatives themselves bankable. These activities will be led by Root Capital as part of its contribution to the project. The project also will improve sustainable access to providers of financial and crop insurance services offered by SYFAAH, a project funded principally by the Canadian government and the SDC. The collaboration with SYFAAH will offer an excellent gateway to extend financial and agricultural services to vulnerable cocoa producers often located in remote areas. Through this collaboration, the project will contribute to the establishment in Haïti of a system specialized in agricultural financing and crop insurance to farmers 1 agro­ entrepreneurs with the goal of increasing access to finance on affordable terms and reducing risk. This component offers the opportunity to join efforts with key credible strategie partners (CIDA and SDC) to increase the revenues of vulnerable cocoa farmers
