(18) "Parties" means the Tribes and the State. Unless otherwise indicated, for purposes of notification or consent, "State" means the Director of the State Department of Natural Resources and Conservation or its successor agency. (24) "Transfer" means any authorization for the delivery or use of water by a joint venture, service contract, lease, sale, exchange or other similar agreement. (25) "Tribal Water Right" means the right to divert and use water as confirmed by Article III of this Compact. (26) "Tribes" means the Assiniboine and Sioux Tribes of the Fort Peck Xxxxan Reservation and all officers, agents and departments thereof. Unless otherwise indicated, for purposes of notification or consent, "Tribes" means the Tribal Chairman or the Chief Executive Official of the Tribes at the time.
