The roles and responsibilities of partners in the LAA. The Sandwell Partnership (LSP) appoints an Executive Group to oversee and manage delivery and performance on its behalf. In new governance arrangements adopted by the Partnership Board in May 2006 (ev 6), the role of the Executive Group (or Local Public Service Board as it will become before the LAA is commenced) has been clarified and strengthened, including taking on lead responsibility for the delivery and performance of the LAA. The Executive is the key partnership group that acts collectively for partners in managing the LAA on behalf of the Partnership and of course the Local Authority as the responsible and accountable body. Supported by the Board, The Executive has appointed an LAA Operational Group (ev 7) to drive the preparation of the LAA, overseeing the work of the LSP’s five thematic partnerships in preparing the four blocks of activity and outcomes proposed in the LAA, whilst ensuring a strategic framework for the LAA derived from the heart of the Sandwell Plan. The chair and appointed lead officers in the operational group have worked closely with the rest of the LSP Executive (ev 8), and especially with leading cabinet members (ev 9) to ensure that the LAA is embraced within the strategic leadership of the whole council and so that the objectives and outcomes proposed in the LAA are supported by the key strategic planning, financial and legal resources and decisions of the Council. The voluntary and community sector are represented at all levels of the Sandwell partnership including the Partnership Board, the Executive Group, Thematic Partnerships and Town Boards. (ev 22 – briefing voluntary sector engagement for 20th July event) The operational group has included representation from two voluntary sector organisations (ev10), who have influenced the development of the whole LAA as well as the four blocks of activity. Consultation has been undertaken with the wider stakeholder community and voluntary sector, primarily through two events, one in April supported by GOWM and one in July (ev 11, 12). A further event took place in late October to update community and voluntary sector stakeholders on progress. The detailed arrangements and the strong contribution of the voluntary and community sector in supporting the delivery of outcomes and in helping engage local communities effectively is a key priority and challenge for the Partnership.
