OFFICE OF SCIENCE PROGRAM OFFICE GOAL & OBJECTIVE WEIGHTINGS 38 INTRODUCTION This document, the Performance Evaluation and Measurement Plan (PEMP), primarily serves as DOE’s Quality Assurance/Surveillance Plan (QASP) for the evaluation of Fermi Research Alliance, LLC. (hereafter referred to as “the Contractor”) performance regarding the management and operations of the Fermi National Accelerator Laboratory (hereafter referred to as “the Laboratory”) for the evaluation period from October 1, 2009 through September 30, 2010. The performance evaluation provides a standard by which to determine whether the Contractor is managerially and operationally in control of the Laboratory and is meeting the mission requirement and performance expectations/objectives of the Department as stipulated within this contract. This document also describes the distribution of the total available performance-based fee and the methodology for determining the amount of fee earned by the Contractor as stipulated within the clauses entitled, “Determining Total Available Performance Fee and Fee Earned,” “Conditional Payment of Fee, Profit, or Incentives,” and “Total Available Fee: Base Fee Amount and Performance Fee Amount.” In partnership with the Contractor and other key customers, the Department of Energy (DOE) Headquarters (HQ) and the Site Office have defined the measurement basis that serves as the Contractor’s performance-based evaluation and fee determination.
