Emergency Selection Process. This Request for Qualification Process is intended to create a speedy and efficient process for increasing COVID-19 Case Investigation and Contact Tracing (CI/CT) services and other services described herein during the state of emergency. The County will review responses and contact respondents on a continuous basis as it deems appropriate. The County will neither warrant nor guarantee any minimum or maximum compensation, or any award or awarded scopes of work, to qualified vendors in the pool. Any payment will be as specified through terms established in a Standard Services Agreement or a Services as Needed Agreement. Vendors qualified into the pool will subsequently be selected for contract negotiations based on a number of factors, including but not limited to the quote (including reasonable cost evaluation), reference checks, the degree to which the respondent is willing to adhere to all of the County’s contract terms (including Exhibits D, E, E1 and F), the speed with which staff can be made available, demonstrated cultural competence, ability to decrease barriers to services, commitment to language access, and the location of CI/CT needs. No one factor will be decisive in itself. The CI/CT RFQ selection process will be based on areas of most urgent need. Depending on the services the Bidder has proposed, current data, and emerging outbreaks, Bidders that best meet the need of the highest priority areas will be prioritized to enter the contracting process. Additionally, Bidders who propose multi-agency collaboratives (sub-contracts) for CI/CT Units and/or full Continuum of Care (see Appendix 5) will be prioritized. If a bid has been submitted but is not selected for contracting immediately, Bidders can update their bid and submit a new bit if circumstances have changed that would impact their bid and this RFQ is still open. The County reserves the right to waive SLEB requirements for federally funded contractors.
