Break Relief Nurses. Staffing plans will include strategies to more consistently enable nurses to take meal periods and rest breaks as required by the Agreement, and to encourage nurses to use their meal period and rest break opportunities. The topic of break relief shall be discussed at every Staffing Committee meeting, including hiring status of break relief nurses, effectiveness of relief approaches and priorities for improvement. A break relief nurse shall serve on the Staffing Committee. Beginning within two weeks of ratification, Overlake agrees to post and make reasonable efforts to hire twelve (12) nurses in positions totalingl0.5 FTEs in the Float Pool who shall be assigned primarily to providing meal period and rest breaks for all shifts. The float/ break relief nurses shall be primarily assigned to Med Surg (4), Tele/Critical Care (4) and Childbirth Center (4). These float/break relief nurses shall not replace or be used to supplement the break relief nurse systems in place as of May I, 2017 in the Emergency Department and Perioperative Services.

The Employer agrees to post and make reasonable efforts to hire twelve (12) additional .9 FTE positions 21 calendar days following ratification in the Float Pool who shall be assigned primarily to providing meal period and rest breaks for all shifts. The number and function of break relief nurse positions shall be reviewed annually by the unit committees prior to presentation to HSC and shall be presented to HSC prior to HSC finalizing staffing plan requests. Given the specialized training needed in closed units, the Hospital Staffing Committee will discuss and create, if needed, an implementation for break relief nurses in closed units.

Units are defined as: • Critical Care • Medical/Surgical • Emergency Department • Women’s and Children’s Center • Geriatric Psychiatry Hospital agrees to work on level loading in the PACU, Day Surgery, Outpatient Surgery, Operating Room, Endoscopy, and Cath Lab for the purpose of breaks. Break coverage in these units will be assessed quarterly in Labor Management meetings. Nurses who are assigned to work as Break Relief Nurse will receive $3.00 per hour for that work in addition to the appropriate rate set forth in paragraph A above.
