Mercury Budget Program definition

Mercury Budget Program means a statutory or regulatory program, promulgated by the United States or a state pursuant to which the United States or state provides for a limit on the mercury that can be emitted by all sources covered by the program and establishes tradeable allowances or authorizations as the means for ensuring compliance with the limit.
