The Borrower shall ensure that (a) the GAP is implemented in accordance with its terms; (b) the bidding documents include relevant provisions for contractors to comply with the measures set forth in the GAP; (c) adequate resources are allocated for the implementation of the GAP; and (d) key gender outcome and output targets are monitored regularly and achieved.

The Borrower shall ensure and shall cause the Project Executing Agency and the Project Implementing Agency to ensure that the principles of gender equity aimed at increasing Project benefits and impacts on women in the Project area consistent with ADB’s Policy on Gender and Development (1998) are followed during implementation of the Project, including (a) equal pay to men and women for work of equal value; (b) enabling working conditions for women workers; and (c) taking necessary actions to encourage women living in the Project area to participate in the design and implementation of Project activities.

The Borrower shall ensure that the GAP is fully implemented and that all Project related activities are designed and implemented in accordance with ADB’s Policy on Gender and Development (1998). In particular, the Borrower shall ensure: (a) 50% female membership in community construction sub-committees; (b) 40% female employment as unskilled laborers in Works; (c) 30% female in management positions in farmer cooperatives and farmer water user’s committees; (d) 50% female farmers in pilot on farm trials and demonstrations and pilot crop insurance schemes; and (e) 50% female trainees in all Project training.

The Borrower shall cause MOWRAM to ensure that the gender action plan prepared for the Project shall be fully implemented and the resources needed for its implementation shall be made available in a timely manner, and specifically that: (a) CBDRM training modules are gender sensitive and address the needs of women; (b) data disaggregated by sex and ethnic origin shall be collected in all communities covered by the Project and analyzed to verify effective and equitable implementation of the Gender Action Plan (GAP) and Project activities; (c) through condition in the bid documents for Works contracts, at least 30% of unskilled workers employed in Works are women; (d) at least 30% of CBDRM group members are women; (e) at least 40% of participants in training are women; (f) at least 40% of participants in all public consultations for the development of safer village and commune plans are women; and (g) at least 30% of members of the xxxxxx water user committees formed under the Project are women.
Gender and Development. 19. The Borrower shall cause the State to ensure that the principles of gender equality are applied during implementation of the Project, including (a) equal pay to men and women for work of equal value; (b) safe working conditions for all workers; (c) promoting women’s equitable access to employment opportunities; and (d) participatory engagement and involvement of women in the implementation of local development schemes under the Relief & Rehabilitation Plan. The Borrower, in coordination with the appropriate agencies, shall cause the State to ensure the effective implementation of measures aimed at increasing Project benefits and impacts on women in and around the Project area.
