Water Treatment Plant Operating Costs. All costs of maintenance, repair and replacement of the Water Treatment Plant, and all components thereof, including reasonable reserves for the repair or replacement of items of personal property, fixtures or equipment that must be repaired or replaced on a periodic basis, all costs of complying with all now existing or hereafter enacted laws, rules and regulations and all costs of complying with all new or hereafter required permits and licenses (including the cost of complying with any conditions attached to such permits and licenses), but excluding debt service on the Bonds and depreciation. Water Treatment Plant Operating Costs shall include a $1,500 per month addition as an administrative fee to the City.
