THE U.S. FOREST SERVICE SHALL. Function as a Cooperating Agency for Federal-aid highway projects. It is responsible for the protection and multiple use management of NFS lands and resources for the benefit of the people of the United States. This responsibility extends to the development of a public lands transportation system both within and providing direct access to NFS lands.
THE U.S. FOREST SERVICE SHALL. A. Retain final responsibility for the content of all environmental analysis documents.
