Review of Feasible Alternatives and Stakeholder Involvement Sample Clauses

Review of Feasible Alternatives and Stakeholder Involvement. The SSR Agreement is filed pursuant to Section 38.2.7 and Attachment Y-1 of the Tariff, which (among other matters) require MISO to “assess . . . feasible alternatives”9 prior to entering into a SSR Agreement. MISO assessed available, feasible alternatives to entering into the Rush Island SSR Agreement. These assessments cover the topics of new generation, generation redispatch, system reconfiguration and operation guidelines, demand response and load control, and transmission projects. MISO’s study included the evaluation of available alternatives, which is included as an attachment to this transmittal letter.10 On June 17, 2022, in the course of reviewing feasible alternatives, MISO held a Central 9 Tariff Section 38.2.7.c (“Evaluation of Need for the SSR Designation”). 10 See included Attachment Y Study Report, especially Section 9 (“Alternatives Analysis”). Xxx. Xxxxxxxx X. Bose August 19, 2022 Technical Study Task Force stakeholder meeting regarding the need for Rush Island 1 & 2. XXXX reviewed the reliability issues caused by suspension of Rush Island 1 & 2, including the analysis of possible mitigation measures, and sought input from stakeholders regarding any feasible alternatives that could address the reliability issues. The reliability issues identified included one steady state voltage violation and seven Transient Voltage Recovery violations. The end result of this meeting (at which later feedback was invited) was the absence of any alternative that is available at this time to avoid the need for the Rush Island SSR Agreement. During the June 17, 2022 stakeholder discussion, the review of generation redispatch, system reconfiguration, special protection schemes, load shed, and/or operating guides were discussed. These measures do not provide a solution that fully addresses the severe voltage issues that present a risk of cascading outages and area voltage collapse due to multiple contingency events. Limited new renewable generation facilities (wind and solar) are currently planned in the local area, but they would not support the transmission system in the wake of loss of the 1,195 MW from Rush Island 1 & 2. Additionally, none of the new renewable facilities have dates for commercial operation before the requested suspension of operation at Rush Island 1 & 2. Redispatch is unavailable according to NERC criteria for the type and category of the violations identified. Load shed is either unavailable or the amount of load loss necessary for mitig...
