Authorized deviations from the ETSI Technical Working Procedures. The Participant recognizes and accepts that the ISG shall operate pursuant to the rules set forth in the ETSI Technical Working Procedures, with the exceptions provided in Annex 5 hereof.

Authorized deviations from the ETSI Technical Working Procedures. The QKD ISG shall use as its working procedures the ETSI Technical Working Procedures, with the following modifications.

After each period they may be re-appointed. Participation in the work of the Industry Specification Group (TWP 3.4) Observers or non-members of ETSI must agree to the ISG Participant Agreement in order to be authorized to participate. The Participant Agreement will be terminated if the participant has not participated in at least one meeting of the ISG in a 24 month period. A revocation notice under article 9.1 (c) of the ISG Participant Agreement is sent to the participant in this case. The ISG Chairman will periodically review the participation record of authorized Participants. In addition, access to meeting documents, mailing lists etc. will be removed from authorized Participants if they fail to participate in, or register and pay participation fees for two successive meetings. Such access will be restored upon registration for a subsequent meeting of the ISG. Convening an ISG meeting (TWP 3.5, 1.5)

Convening an ISG meeting (TWP 3.5, 1.5) Invitation to an Industry Specification Group meeting (TWP 1.5.1) The invitation to an Industry Specification Group meeting and the necessary logistical information shall be disseminated by the hosting organization at least 30 days before the meeting to all on the Industry Specification Group membership list (see clause 1.5.5). The first meeting of a new Industry Specification Group will be announced in a Collective Letter, with at least 30 days notice, by the ETSI Secretariat. Agenda for an Industry Specification Group meeting (TWP 1.5.2) The draft agenda shall be disseminated by the responsible Chairman to all on the Industry Specification Group membership list at least 21 days before a meeting. The draft agenda shall include details of draft ETSI deliverables for approval and officials for appointment. Any other subject matters where voting may be required shall also be included and indicated in the draft agenda. Registration for an Industry Specification Group meeting (TWP 1.5.4) Every Attendee shall register on arrival at each meeting. Authorized deviations from the ETSI Technical Working Procedures. One member one vote. • Founding members acquire voting rights from the very beginning. • Members keep voting rights if they have participated in at least two of the 3 preceding meetings. • Members lose their voting rights if they have not attended two successive meetings and have to attend a meeting to regain their voting rights. • Non-member participation (subject to signature of a special agreement) will be charged on the basis of 100 Euros per person per meeting. • Non-member participation rights will be terminated if they miss two consecutive meetings. The ISG SMT Participant Agreement will be terminated if the participant has not participated in at least 2 meetings of the ISG SMT in a 3 months period, or if there aren’t 2 meetings in a 3 months period but only in a longer period, if the participant has not participated in 2 meetings of the ISG SMT in such longer period. A revocation notice under article 9.1 (c) of the ISG SMT Participant Agreement is sent to the participant in this case. The ISG SMT Chairman will periodically review the participation record of authorized participants. In addition, access to meeting documents, mailing lists etc. will be removed from authorized participants if they fail to participate in, or register and pay participation fees for 2 successive meetings. Such access will be restored upon registration for a subsequent meeting of the ISG SMT.

Authorized deviations from the ETSI Technical Working Procedures. 4.2 Membership in OSG OSM plenary meetings Membership in OSG OSM plenary meetings is restricted in accordance with Clause 3.4 of the ETSI Technical Working Procedures to ETSI Full/Associate members and applicants for Full/Associate membership [hereafter “OSG OSM Member(s)], who have signed the OSG OSM Membership Agreement. Observers and non-members of ETSI [hereafter “OSG OSM Participant(s)] may participate in the OSG OSM plenary meetings according to the rules as described in the OSG OSM Participant Agreement. Participation of OSG OSM Participants is subject to signature of the OSG OSM Participant Agreement, and payment of a per-meeting participation fee as described in the OSG OSM Participant Agreement. OSG OSM Member(s) and OSG OSM Participant(s) together will be defined as OSG OSM member(s).

Authorized deviations from the ETSI Technical Working Procedures.  The duration of chairmanship is 2 years.  One vote per member.  Founding members acquire voting rights from the very beginning.  ISG QSC members are only eligible for voting (voting members), if they have been present during at least two out of the previous 3 physical meetings.  Non-member participation (subject to signature of a special agreement) will be charged on the basis of 700.- Euros per person per meeting.  Non-member participation rights will be terminated if the participant has not participated in at least 2 physical meetings of the ISG QSC in a 12 months period. After each period they may be re-appointed. Participation in the work of the Industry Specification Group (TWP 3.4) Observers or non-members authorized to attend Industry Specification Group meetings may participate without the right to vote. After each period they may be re-appointed. Participation in the work of the Industry Specification Group (TWP 3.4) The following shall be read in conjunction with TWP 3.4: For clarification, Observers or non-members of ETSI must agree to the ISG LTN Participant Agreement in order to be authorized to participate. The ISG LTN Participant Agreement will be terminated if the Participant has not participated in at least one meeting of the ISG LTN in a 12 month period. A revocation notice under article 9.1 (c) of the ISG LTN Participant Agreement is sent to the participant in this case. The ISG LTN Chairman will periodically review the participation record of authorized Participants. The Participant shall pay to ETSI a per-meeting per delegate attendance fee amounting to 500€, - excluding taxes. In addition, access to meeting documents, mailing lists etc. will be removed from authorized Participants if they fail to participate in, or register and pay participation fees for any ISG LTN meeting for 6 months, or for two successive meetings of the ISG LTN if they are separated by more than 6 months. Such access will be restored upon registration for a subsequent meeting of the ISG.
