Affordable Housing Dwellings. 2.1 The Landowner covenants with the Council that prior to Commencement of Development it will submit to the Council for approval a provisional scheme for the phasing of the Development on the Site or a statement that the development of the Site is to be completed in one phase PROVIDED ALWAYS THAT the provisional scheme may be amended by the Landowner from time to time and any amended scheme which has been approved by the Council (such approval not to be unreasonably withheld or delayed) shall from the date of that approval constitute the phasing scheme for the purpose of this clause 2.1 AND PROVIDED THAT if the provisional scheme is not approved by the Council within 20 working days of submission to them for approval (with a letter referring to the Application, this Deed and the consequences of this provision) then it shall be deemed approved
