Economic development region means the economic development region in which the Agency is located, as defined by Section 230 of the State Economic Development Law. “Full Time Equivalent Employee” means (1) a full-time, permanent, private-sector employee on the Project Beneficiary’s payroll, who has worked at the Project Facility for a minimum of 35 hours per week for not less than 4 consecutive weeks and who is entitled to receive the usual and customary fringe benefits extended by the Project Beneficiary to other employees with comparable rank and duties; or (2) two part-time, permanent, private-sector employees on Project Beneficiary’s payroll, who have worked at the Project Facility for a combined minimum of 35 hours per week for not less than 4 consecutive weeks and who are entitled to receive the usual and customary fringe benefits extended by the Project Beneficiary to other employees with comparable rank and duties; or (3) a Contract Employee.

Research and development does not include the internal or external administration of radiation or radioactive material to human beings.
