Union Members in Good Standing. It shall be a condition of employment that all employees of CPD in the bargaining unit, referred to in Article 1, who are members of the Guild in good standing on the effective date of this Agreement shall remain members in good standing. All new employees shall on the thirty first (31) day following their first date of work become and remain members in good standing in the Guild. The provisions of this Article shall be effective, implemented, and administered in accordance and consistent with applicable provisions of federal, District of Columbia, and state laws.

Notwithstanding the foregoing, this provision will not apply to any bargaining unit member that works in a state where it is prohibited by law. In any circumstances, management will remain neutral in an employee's decision to join the Guild and will not campaign or solicit employees to either join or leave the union.
