Entrance Salary. New employees shall generally be appointed at the minimum step of the salary range established for the particular class of position to which the appointment is made. However, the appointing authority may fill a particular position at a step above the minimum of the range.
Entrance Salary. Except as herein otherwise provided, the entrance salary for a new worker entering County service shall be the minimum salary for the class to which he/she is appointed. When circumstances warrant, the Human Resources Director may upon recommendation of the department head approve an entrance salary which is more than the minimum salary. Such a salary may not be more than the maximum salary for the class to which the worker is appointed unless such salary is designated as a "Y" rate by the Board of Supervisors.

Exceptions to this provision may be made at the sole discretion of the Fire Chief or his/her designee and are not subject to the grievance procedure.
