Clinical Needs. 3.3.1 Current Scottish Government policy for the design and development of services to care for the Mental Health of Children and Young people was published in the National Framework3 in 2005. 3.3.2 The clinical case load will address the needs of young people aged between 12 & 18 years, resident in the participating North of Scotland NHS Board areas and requiring treatment for severe and complex mental health disorders. The level of need would be described as ‘Tier 4’.
3.3.3 Patients are likely to have high levels of symptoms, disabilities and difficulties in management associated with psychiatric diagnosis, e.g. psychoses, severe mood disorder, eating disorder, obsessive disorder or serious self harm.
3.3.4 The National Framework and subsequent Government Policy documents have identified that there is a need for further investigation within CAMHS and have highlighted that, in particular, there will need to be an increase in the number of inpatient places for young people, planned on a regional basis.
3.3.5 During the development of this Initial Agreement, NoS NHS Boards have reviewed the need for local and specialist CAMHS. A number of deficiencies in local NHS Board services (Tiers 13) have been identified, some of which will be addressed by the proposed regional network. Such deficiencies, if not addressed, will have an impact on the requirements from other specialist services.
