BUDGET FOR SPECIFIC EXPERT ASSIGNMENTS Sample Clauses

BUDGET FOR SPECIFIC EXPERT ASSIGNMENTS. The total budget for each expert assignment will be that agreed between ETF and the Contractor in the signed order form. The budget cannot be exceeded unless agreed between both parties and a new amended order form is issued and counter-signed by both parties. The assignment budget will cover fees expressed in expert working days. The fee rates will be those proposed by the Contractor and contained in the signed contract. Where relevant the assignment budget will also include an amount for subsistence expenses (for missions) and reimbursable costs for expert missions other services required for successful implementation of the assignment. Such reimbursable costs may include, for example: international travel, visa, insurance, accommodation, interpretation & translation, meeting facilities, transfers between cities, etc. The contractor may not add its own ‘booking’ and/or ‘administrative’ charges to reimbursable items these will not be considered eligible and under no circumstances will be covered by ETF. Daily subsistence expenses (per diem) for expert missions will be paid on the basis of a fixed rate of €150 (with the current exception of Algeria and Egypt: €170, Israel: €190, Russian Federation: €200) per expert per night spent away from the place of residence for the purpose of the assignment. (Any changes to the per diem rates provided here will be communicated in writing to the Contractor.) Where the place of the mission is at least 100 km from the place of residence and no overnight stay is required, the expert is entitled to receive 50% of the fixed rate subsistence allowance for that day of mission. Where the place of the mission is less than 100km from the place of residence, the expert is not entitled to receive subsistence allowance. As a general rule, taxi expenses will not be considered as a travel cost and should be covered by the subsistence allowance – it is therefore not considered to be a reimbursable cost. In exceptional circumstances, ETF may agree to cover the cost but the issue must be agreed in writing before the expenditure takes place. The budget may include a reserve which will not exceed 5% of the total rest of the budget. This reserve is intended to cover unforeseen costs but must always be agreed in writing with ETF before it can be used. Any other more specific requirements for the use of the budget may be mentioned in the specific terms of reference attached to the order form.
