Schedule and Completion. The Pre-commencement Phase Services to be performed under this Contract shall commence upon the Effective Date of the Contract and be completed within 60 days thereafter. Carrier shall have no liability for failure to complete the Cushing to Bxxxx Pipeline System by the Outside Date except in case of gross negligence or willful misconduct.
