Agency3InitVerif Content and Format. This Web service method is the Agency 3 initial (primary-only) verification transaction. This transaction performs an automated initial status verification, based on the ID number from one or more of the applicant’s presented documents, which can include an Alien Number, I-94 Number (Admission Number), SEVIS ID Number, Visa Number, Passport Number, Receipt Number, Naturalization Certificate Number, and Citizenship Certificate Number. A valid combination of the submitted document number and document type must be specified in this method. See Appendix D Exhibit 78 DHS Document Types for the rules governing the input data. This Web service method performs the primary query and creates a case record using the system-generated account and case verification number as the key. Additionally, this method allows agency client systems to associate a set of benefits with the Initial Verification by enabling the client system to pass in a list of benefit codes. This query returns the eligibility statement code. An eligibility statement code of 5, “INSTITUTE ADDITIONAL VERIFICATION” indicates that the agency should perform an additional (secondary) verification. A value of 39 means “INSTITUTE THIRD LEVEL VERIFICATION” and indicates that third level verification may be performed using the Agency3SubmitThirdVerif method. If the SAVE system returns any other positive response, the agency system may still perform an additional verification (using the SubmitAdditVerif Web service method) for that case in a subsequent operation (for example, if the data returned by this method is significantly different from that which the applicant presented). Photos, sponsorship, and grant data are returned only if the requesting agency is configured to receive each type of data. If a problem occurs during the DHS check and eligibility code of 42 (Verification in Process) is returned, then the initial verification input data is saved and the result is pending, and the case is placed a case reprocessing queue. The agency must poll the CPS system (GetNextResolvedCase method) when the eligibility code of 42 is received.
