ARTICLE I.1 - SUBJECT. I.1.1 The subject of this framework contract is the "Provision of transport services, in the EU and in third countries, in the framework of the Community Civil Protection Mechanism". It aims at providing the Commission with an information service on the real time availability and cost of air transport assets in emergency situation and with the capability to hire and insure deployment of these transport assets and the assistance they carry (teams and means) during an emergency. Upon a request from the Commission, the contractor should be able to: Provide information on real time availability of transport assets meeting the requirements provided, and upon a request from the Commission taking the form of an order of service once an offer is selected, mobilise and provide, under his full responsibility, the air transport selected, follow and monitor the delivery of civil protection assistance to the recipient specified and to the extend required follow and monitor the movement of personnel mobilised through the Community civil protection Mechanism and their return. The contractor should be able to operate this service 24h/7days a week for emergency situations in disaster stricken areas world-wide.
