Addressed means DOD completed actions to address all elements of the requirement. “Partially addressed” means DOD has taken actions to address some, half, or most of the elements of a requirement, irrespective of whether DOD has completed its actions or plans additional actions to address the requirement. “Not addressed” means DOD did not address any elements of the requirement or has no plans to begin addressing it.
