Right to Change Carriers. The Employer shall have the right to change insurance carriers or otherwise provide for coverage (e.g., self-insurance) as long as the level of benefits are substantially the same or better. Before any change is made it shall be discussed by the Village at a Labor-Management Conference.

The Union will have a timely opportunity to review and comment upon any change in a reasonable period of time before the change becomes effective.
