Government and Policy Impact. The majority of respondents agree that organic food market strongly depends on government initiatives. But, only one third of experts think that political support will be strong enough in the future (more after the 3rd round than the 2nd one, where no experts at all agree with the item). Logically, two-third affirms that state incentives will not be adequate. Bosina-Herzegovina, as well as in Montenegro, has the least national support for organic food production As for other WBC, experts strongly agree that state and local government could significantly improve the market by buying organic food products for hospitals and schools. In the same way, they are unanimous in thinking that the government should put special emphasis on certification and control systems. The influence of EU policy is not considered so important in the future (only half of the experts agree with this point).
Government and Policy Impact. Majority of respondents (75%) consider that political support will be strong enough. But it is equally important to note that half of them consider that state incentives will not be adequate in the future. We can think, that at this stage of development, needs are estimated to become very important, taken into account the objectives of the government. At the same time, experts are less numerous in Croatia than in others countries to rely on government initiatives for organic development (only half of them consider that organic food market will strongly depend on government initiatives). This could suggest that other stakeholders will have also an important influence (producers’ organisations, or processors). The influence of EU agriculture policy is also more recognized in Croatia than in others WBC (unanimity of experts). The importance of the public involvement in buying organic food for schools and hospitals is recognized, as in all WBC, but to a lesser extent (slightly lower level of agreement of respondents).
Government and Policy Impact. In Macedonia, few experts think that organic food market will strongly depend on government initiatives. Other factors such as consumers demand, motivation of producers, and processors involvement, will probably be as important. But regional and local government supports are very important for all respondents. Two third of respondents foresee that political support will be strong enough, while nobody consider that state incentives will not be sufficient. Like in all other WBC, state and local government could significantly improve the market by buying organic food for schools and hospitals. Also, like all others experts in WBC, they all consider that a National strategy will be needed, following the current one (2008-2011).
Government and Policy Impact. Xxx respondents consider that political support will be strong enough in the future (even less after the 3rd round). Also a large majority (80% after the 3rd round) finds that state incentives will not be adequate in the future. It is significantly more than in other WBC. This result could mean that state incentives (already implemented) are not considered as attractive enough. As all experts in the whole area, a high level of consensus in the future is obtained regarding the certification and control system, on which the government will (or should) put special emphasis. Also, organic food in schools and hospitals pushed by the government is recognized by a majority as a potential important driver.  Consumers’ behaviour In Montenegro, few respondents agree with the item regarding increasing price levels of organic food in the future. In parallel, the organic food consumer is described in Montenegro as a well off woman. For this population, according to experts, price will not be a barrier. Health concern is the motivation that received the higher level of consensus of the panel, together with environment, local agriculture and traditional processing (100% of experts agree with the statement). Finally, experts are convinced that in Montenegro, consumers will be more and more aware of health issues and for a majority of them (60% in 3rd round), organic food consumption will become a part of the Montenegro’ lifestyle. Additionally, majority of experts (60%) considers that consumers will be confused by different indications for food.
