In addition to the above information the following must be included in the final report. • A discussion of how the community scale generation and strategies have provided or will provide value and benefits to the community, the local distribution grid, the electric utility, and ratepayers. • A discussion of the community’s use of renewable resources, CHP, innovative generation deployments, demand response, energy storage, and other strategies to help create a more robust grid. • A discussion of the barriers and solutions to deployment of community scale generation with innovative energy management strategies, including, but not limited to, financing options, permitting requirements, and regulatory activities. • Documentation of the project outcome, either success or failure, as measured in accordance with parameters approved by the Energy Commission. • Development of business cases that maximize the daily operating value to the community, local distribution grid, and electric utility. • A discussion of lessons learned and best practices, including a design configuration that provides the highest value with minimal costs, financial and otherwise.
