Description of Development. A. There is one project proposed on the Property. It is a 5 lot medical office park subdivision to be developed by the Threadgills. The subdivision contains 6.87 acres of land located as shown in Exhibit “B” generally the Northwest quadrant of Xxxxxx Xxxxxxxxxx Xxxxxxxxx xxx Xxxxxx Xxxxxx, Xxxxxx Xxxx, Xxxxxxx. Description of Development. The application seeks consent for those matters reserved under the outline consent reference 2002/0166/OUT granted on 12 February 2007. The outline consent granted permission for residential development and open space development. The area of land given to development is split approximately 6.03ha plus an access road for the residential development with the remaining 6.9ha (approximately) being given over to formal Public Open Space (POS). The reserved matters relate to siting, design, access, external appearance and landscaping (now referred to as layout, scale, appearance, access and landscaping). The scheme indicates a layout of 177 units comprising a mix of one, two, three and four bed units including I bedroom flats. The house mix incorporates plots for affordable units comprising 8 number, 1 bed flats, 18 number 3 bed houses and 6 number, 2 bed houses and 4 number, 4 bed houses representing 36 units in total. The landscaping scheme for the site shows the development with a road frontage to the POS. Dwellings generally front onto that space or have a side elevation to the space. Two areas for play are incorporated into the housing layout. The area of land to be given over to open space, and conveyed to the Council under the terms of the Section 106 Legal Agreement is to be landscaped and will include a play area, a crossing of the Coldbrook, paths for pedestrians and cyclists, lighting, seating and bins and demolition of White Farm house and associated buildings to accommodate a play area. Hedgerows will be translocated from the housing site to the access of informal open space along with areas set aside for species rich grassland to compensate for areas lost to the development or housing. Ecology survey information relating to mitigation for lost habitat has also been submitted in discharge of a requirement of Condition No. 13 of the outline planning consent 2002/01636./OUT (Condition No. 13) and is thus not wholly part of this reserved matters application. The topography of the site indicates that there will be cut and fill required to facilitate the access, construction of the dwellings, laying out of the open space and related works for the surface water drainage scheme required to be agreed under condition on the outline consent. A single access point for vehicles is indicated off Whitewell Road/The Pastures and is in the form of a reconfigured junction with both The Pastures and Whitwell Road.
