Except for volumetric rates, no release may be on a Negotiated Rate basis, even if the Releasing Shipper is paying a Negotiated Rate.
Capacity that is to be made available for release on other than a prearranged basis shall be posted for bids in accordance with the instructions of the Releasing Shipper.
